Dr. Ing. Thomas Herr (born 1965), is an architect and planning consultant, since 1997 founding director of the D:4 partnership in Berlin, responsible for management. Between 1993 and 1999 he ran his own engineer’s office, for the development and realisation of office real estate, construction planning and controlling, along with general planning and project management. In 1993 he worked at Becker, Gewers Kühn & Kühn architects.

"The expanse as chance"
The D:4 partnership is advising the international Building Exhibition in the Lausitz on ways in which to create new impulses and initiatives for the excessive amount of large-scale areas which have been "digested" by industrialisation, and which are now largely abandoned, and thereby to spur on the economic development of the region. "The Expanse as Chance" is, for example, also opening up the possibility for an experiment: whereby new inhabitants to the area could take free possession of land. Archaic patterns of land occupation - such as those of colonisation of the American west, or the "Russification" of the steppes in Central Asia, could be newly interpreted and investigated as to their spatial effects.
The opportunities, and effects generated by high density, have been discussed in recent architectural discourse and widely published. The "stacked" landscapes of the Dutch expo-pavillion by MVRDV or the Pearl River Delta Projekt by OMA Rem Kohlhaas at the Documenta 1998. However, recent developments in the eastern states of Germany are bringing very different issues to the fore, with which two competing "International Building Exhibitions" (IBA), in Brandenburg and Sachsen-Anhalt are dealing with at present. The IBA "Fürst-Pückler-Land" is focussing on the heavily de-populated brown coal mining areas in the Lausitz. The initiative "IBA city " by the Bauhaus Dessau is taking as its central theme the reduction of buildings in cities of Eastern Germany, and has been supported by the government with a project subsidy of 2,5 billion EUR. --
Das Büro D:4 berät die IBA in der Lausitz dabei, aus dem Überangebot einer von der Industrialisierung "verdauten" Fläche neue Impulse für die wirtschaftliche Entwicklung der Region zu gestalten. "Die Chance der Fläche" eröffnet sich beispielsweise für das Experiment einer kostenlose Inbesitznahme der Grundstücke durch Zuwanderer. Archaische Muster der Landnahme wie bei der Kolonisierung des amerikanischen Westens oder der Russifizierung der zentralasiatischer Steppen, könnten neu interpretiert und in ihrer räumlichen Auswirkung untersucht werden.
Die Möglichkeiten und Auswirkungen hoher Nutzungsdichte sind in der jüngeren Architekturdiskussion mit starken Bildern und publizistischem Aufwand diskutiert worden. Öffentlichkeitswirksam waren hier u.a. die gestapelten Landschaften im holländischen Expo-Pavillon von MVRDV oder das Pearl River Delta Projekt von OMA Rem Kohlhaas auf der Documenta 1998. Doch die Entwicklung im deutschen Osten wirft andere Fragen auf, mit denen sich zwei konkurrierende "Internationale Bauausstellungen" (IBA) in Brandenburg und Sachsen-Anhalt beschäftigen. Die IBA "Fürst-Pückler-Land" befasst sich mit dem entvölkerten Braunkohlerevier in der Lausitz. Die Initiative "IBA Stadt" des Bauhaus Dessau thematisiert den Stadtrückbau Ost, der von der Bundesregierung mit einem 2,5 Mrd EUR Förderprogramm unterstützt wird  www.d-4.de
