There was always a gap between what Berlin aimed to be and what it really is. Since the fall of the wall Berlin claims to fulfil the roles of: service industries metropolis, Olympia city, capital, east-west turntable. Opposed to this it is: a border city. A border city is a rough place, a refuge for all sorts of solders of fortune and gold diggers. Border cities are transitional places, for survival rather than living. Different cultures meet and sometimes collide in fear of each other. Therefore border cities are also places, where new borders are created, instead of overcoming old ones. The issue of Berlin as a border city has yet to be addressed in the current discourse about the city. Just as the "multicultural metropolis" is still discussed from the perspective of a majority led society and the resulting necessity of integration and assimilation, the urban planning debate points one-way from the inside to the outside. Contrary to this the concept of border city is a conscious reversal of this perspective. Border city rethinks Berlin from the spatial as well as the social periphery. Border city highlights the spaces in-between the centre and the periphery. Border city perceives emptiness not as a fault but is able to cope with it. Border city is hybrid. Everything else is village.

Es gab schon immer eine Kluft zwischen dem, was Berlin sein wollte und dem, was es ist. Seit der Wende wollte Berlin Dienstleistungsmetropole, Olympiastadt, Hauptstadt, Ost-West-Drehscheibe sein. Es ist dagegen: Grenzstadt. Eine Grenzstadt ist ein Ort, in dem es rau zugeht, ein Zufluchtsort für allerlei Glücksritter und Goldgräber. Grenzstädte sind Durchgangsorte, Orte eher zum überleben als zum leben. In Grenzstädten begegnen sich unterschiedliche Kulturen und manchmal begegnen sie einander mit Erschrecken. Grenzstädte sind deshalb auch Städte, in denen neue Grenzen gezogen werden anstatt die alten zu überwinden. Grenzstadt Berlin, das ist aber im gängigen Berlindiskurs noch nicht angekommen. so wie über die "multikulturelle Metropole" immer noch aus der Perspektive der Mehrheitsgesellschaft und der Notwendigkeit von Integration und Assimilation diskutiert wird, findet auch die städtebauliche Debatte von innen nach (dr)außen statt. Grenzstadt ist dagegen die bewusste Verkehrung der Perspektive. Grenzstadt denkt Berlin von den Rändern her, den räumlichen wie den sozialen. Grenzstadt macht die Zwischenräume zwischen Zentrum und Peripherie deutlich, Grenzstadt sieht Leere nicht als Menetekel sondern hält sie aus. Grenzstadt ist hybride. Alles andere ist Dorf.
